Da Nang is the socio-economic center of the central region of Vietnam and plays a critical role in regional and national development. However, the city is facing huge pressures related to water resources owing to socio-economic development, population growth, water use in upstream area and climate change.
The Development Strategy of Da Nang city projects that the population of Da Nang city will more than double this decade, reaching 2.143 million people by 2020. Growth and development will be focused in industry and tourism. However, the strategy does not consider the impacts of climate change and upstream activities. Meanwhile, Da Nang City’s action plan in response to climate change anticipates that climate change induced drought, salinity intrusion and pollution will increasingly threaten city surface water supplies. Water shortages will substantially, and increasingly, impact the poor and vulnerable who lack access to clean water. Water scarcity already often impacts these groups after disasters.
Da Nang City’s current supply of water is constrained, and the potential to expand supply and/or access new sources is limited. Currently, the city depends on water from Cam Le and the Cu De River for agricultural, industrial and domestic uses. Both rivers are affected by residential and hydropower development in the upstream reaches, and by salinity in the dry season. Groundwater use is currently minimal, with little potential to expand.
As a consequence of these challenges, water security is a top priority for research and action in Da Nang city. To respond to this need, this project, “Comprehensive assessment towards water resilience in Da Nang city” was developed to: analyze the balance between water supply and demand; evaluate access to water resources in the context of climate change and urban development in the future; identify practical and sustainable solutions for meeting the changing water demand of residents, particularly vulnerable groups; and to develop proposals to ensure capital for selected resilience solutions related to water supply.
