Urban flooding is one of the most common climate change related concerns being faced by cities in India. With increasing rainfall variability and frequency of extreme rainfall events coupled with inefficient land use planning and lack of adequate and efficient drainage systems, more and more cities are affected every year by urban flooding events. While Mumbai, Srinagar, Vadodara are some of the cities most affected in the last couple of years, cities like Guwahati in north eastern part of India have faced recurrent floods over a much longer basis.

The Energy and Resources Institute (TERI), India, prepared a City Resilience Strategy (CRS) and Mainstreaming Plan for Guwahati in 2013 as part of ACCCRN activities. This provided the basis for some of the initiatives undertaken by the City Government to address Guwahati’s vulnerability. These included consideration of climate and environmental parameters while revising the building byelaws to climate proof the residential, commercial and public buildings.
